Since the RCEP agreement came into effect half a year ago, the export goods of our city have enjoyed the tariff concession of the importing country by virtue of the RCEP certificate of origin. From January to June, Linyi customs and Linyi Council for the promotion of International Trade issued 2226 RCEP certificates of origin, with a visa amount of 780 million yuan, which can reduce the tariff of importing countries by more than 11 million yuan. The main preferential products are agricultural products and textiles.
RCEP is a large-scale regional trade agreement jointly promoted by ASEAN and China, Japan, South Korea, Australia, New Zealand and other free trade partners. It is the largest free trade area in the world so far. After RCEP came into effect, the immediate zero tariff rate between China and ASEAN, Australia and New Zealand exceeded 65%, the immediate zero tariff rate between China and South Korea reached 39% and 50%, and the immediate zero tariff rate between China and Japan reached 25% and 57%. Through tariff reduction year by year, the total number of products with zero tariff in the region will exceed 90%.
In order to ensure that the dividends of RCEP tariff reduction policies are implemented locally, Linyi customs and CCPIT have strengthened coordination and cooperation, signed the memorandum of cooperation on strengthening the cooperation of origin visas and promoting the development of foreign trade and economy, jointly issued and implemented the program of RCEP implementation in Shandong Province for the "year of tackling difficulties", and optimized the mode of origin management; Actively promote RCEP preferential policies through "Online + offline". Up to now, 16 garlic export enterprises and 13 willow export enterprises in our city have enjoyed full benefits. We will continue to promote reform measures such as intelligent examination and self-service printing of certificates of origin, and achieve the proportion of "zero errands" and "zero waiting" for certificates of origin of more than 80%, further reducing the cost of institutional visas for enterprises.
